June 1, 2011 | 11:30am – 1:30pm | Sofitel San Francisco Bay SAMCEDA 59th Annual Meeting In the wake of the worst recession since the end of World War II, it has become critical for us to understand the impact of our local business climate on employment growth and dynamics. In 2010 we commissioned two studies which examined the overall economic picture of San Mateo County and the industry and occupation employment growth projected out through 2015. In the new study we will examine the changes in labor demand in San Mateo County at the establishment level between 1992 and 2009. The understanding of labor demand coupled with existing data that illustrates the County’s labor demand volatility (employment demand was at its peak between 1995 and 2000 and at its lowest between 2000 and 2003) will assist business, government, non-profits and educational institutions on the primary drivers of employment growth and decline. It will guide our efforts to exploit the regional strengths in attracting new establishments and their related employment. Alert on BCDC Bay Plan Amendments

We want to bring your attention to an issue we have been following the last three weeks regarding the Bay Conservation and Development Commission’s (BCDC) proposed Bay Plan Amendments. We have been coordinating our efforts with the Bay Planning Coalition (BPC), Bay Area Council (BAC) and Building Industry Association (BIA).


Labor Market Information Released in October

The latest unemployment and industry jobs data are available on the Labor Market Information Division (LMID) Web site at www.labormarketinfo.edd.ca.gov "The unemployment rate in San Mateo County was 9.1 percent in September 2010, up slightly from a revised 9.0 percent in August, and below the year-ago estimate of 9.2 percent. This compares with an unadjusted unemployment rate of 12.2 percent for California and 9.2 percent for the nation during the same period. San Mateo County registered the third lowest unemployment rate among California's 58 counties as of September 2010."


Clean Energy Jobs

California has launched a new Web site--the Clean Energy Jobs Web site at www.energy.ca.gov/cleanenergyjobs created by the California Energy Commission. Among its resources are descriptions of 48 training programs throughout the State that are offered by local workforce investment boards, community colleges, labor and trade organizations, and private industry. The programs provide hands-on training for such jobs as installing solar panels and wind turbines, maintaining electric vehicles, installing water and energy-saving devices, and researching fuel cell technologies.

SAMCEDA formally endorses DMB Redwood City Saltworks 50/50 Balanced Plan

The project is an important step toward addressing the jobs:housing imbalance in the County. With the present relation between job growth and housing supply negatively correlated, it is critical that San Mateo County ensure support for responsibly developed, transit oriented mixed-use residential communities, such as the 50/50 Balanced Plan. In addition to providing much-needed housing, the project will include the construction of a new levee system, public parks, athletic fields, schools and actively-restored wetlands. The project would generate significant economic stimulus for not only Redwood City and its downtown, but for surrounding communities in San Mateo County – providing for the creation of thousands of jobs and tens of millions of dollars in economic activity at a time when it is needed the most. SAMCEDA submits letter of support for Hines 92 & Delaware project

SAMCEDA has submitted its letter of support for the Hines 92 & Delaware project in San Mateo. The proposed 275,000 square foot LEED pre-certified office complex, located at the intersection of Concar and Delaware in San Mateo, CA, is expected to revitalize the immediate area, as well as strengthen the mid-Peninsula’s profile as an employment destination. Hines has a reputation for world-class development and property management, and this project is further evidence of the firm’s commitment to sound design, planning, construction and management throughout each phase of the process. The project would be built to LEED for Core and Shell (v2.0) Certification standards, as well as EPA Energy Star rated specifications. SAMCEDA 58th Annual Meeting

On Monday, June 21, 2010, SAMCEDA will host its 58th Annual Meeting at the San Mateo Marriott Hotel. The Annual Meeting centerpiece is a multi-tiered report, prepared exclusively for SAMCEDA by Beacon Economics, a leading economic research and consulting firm. In February 2010, SAMCEDA commissioned a multi-phase economic analysis of the San Mateo County economy, with a project scope that encompasses comprehensive study of economic indicators; industry-cluster analyses; county demographic data; historical and forward economic trends; shift-share analyses and actionable economic development strategies. The report will be presented by Beacon Economics Principal Jon Haveman as the keynote portion of the Annual Meeting. SAMCEDA Public Policy Committee receives briefing from California League of Cities regarding proposed Local Taxpayer, Transportation and Public Safety Act of 2010

The California League of Cities, together with the California Alliance for Jobs and California Transit Association, are proposing a measure to protect local municipal revenue against state appropriation. The initiative is designed to close the fiscal emergency loophole that has allowed the state to engage in funding appropriation from redevelopment and transit agencies in the past. Language in the bill has been implemented to safeguard local transportation, public safety and general fund revenue. The League is targeting to collect 1.1 million signatures by April 15th. To date, 11 cities on the Peninsula have signed on in support, and similar efforts are taking place throughout the state. Learn more about the proposed measure here ...


Legislature Agrees on Landmark Water Legislation

On November 4, 2009, the California Legislature put forward a comprehensive legislative water package in an effort to modernize California’s aging water infrastructure and establish policy to put the state on a sustainable water-use and supply course for the future. The package, comprised of five (5) bills, includes an $11.1 billion general obligation bond measure to fund state programs for drought relief management, water supply reliability, water storage, conservation and watershed improvements, delta restoration, water recycling and groundwater protection. The legislation, which will require voter approval on the November, 2010 ballot, would establish a Delta Stewardship Council – a seven-member, politically appointed state agency to oversee management and restoration of the Delta – and mandate a 20% reduction in per-capita urban water use by the year 2020.
