SAMCEDA Team Updates
In 2024, SAMCEDA's President & CEO, Rosanne Foust was named one of the inductees into the 35th San Mateo County Women’s Hall of Fame.

She was inducted alongside the County of San Mateo’s BHRS Office of Diversity and Equity’s Dr. Maria Lorente-Foresti, Build Up San Mateo County’s Christine Padilla, CoastPride’s Jenny Walter, Half Moon Bay High School’s Catalina Gonzalez Johnston, and El Camino High School’s Maya Thompson.
Rosanne continues on multiple boards and in leadership roles of the following: NOVAworks - Workforce Investment Board, Silicon Valley Community Foundation, San Mateo County Event Center, Greenbelt Alliance, Bay Area Council Economic Institute, San Mateo County Transit District’s Measure W Citizens’ Oversight Committee, Provident Credit Union's Supervisory Committee, Heritage Bank of Commerce's Peninsula/Stanford Advisory Board, San Mateo County Community College District Foundation, Notre Dame de Namur University, California Forward's California Stewardship Network, and Chamber San Mateo County.

Policy Support and Advocacy
With a focus on housing, transportation, economic development, workforce development, and other vital issues, SAMCEDA takes on the toughest challenges with innovative, goal-driven solutions.
Some examples of what SAMCEDA has supported and advocated in 2024 include (partial list):
- Business
- SAMCEDA was actively engaged in the discussions regarding the modernization of Business License Tax measures in Foster City, Redwood City, and South San Francisco and met with elected leaders and senior city staff to advocate for data-driven decisions and highlight the impacts & potential consequences of over-taxation on the business community
- UPDATE: Significant changes were made to final ballot measure proposals in each city that will save businesses of all sizes millions of dollars
- SAMCEDA was actively engaged in the discussions regarding the modernization of Business License Tax measures in Foster City, Redwood City, and South San Francisco and met with elected leaders and senior city staff to advocate for data-driven decisions and highlight the impacts & potential consequences of over-taxation on the business community

- Letter of support to the County of San Mateo’s Board of Supervisors for the Hopeful Horizons: Empowering Lives initiative
- Community
- Letter of support for a community member’s President’s Award for the Advancement of the Common Good nomination to Stanford University
- Workforce
- Letter of support for NOVAworks Foundation’s application for the Gilead Foundation Healthcare Education, Access, and Leadership (HEAL) Grant (as they seek to expand healthcare-oriented career exploration for high school juniors and seniors)
- Transportation
- Provided public comment to San Francisco Bay Ferry’s Water Emergency
Transportation Authority (WETA)’s Board of Directors in support of the San Francisco Bay Ferry Pilot Program’s Redwood City Ballpark Service Pilot Project - Signed on to a joint letter to the California Public Utilities Commission’s Consumer Protection and Enforcement Division in support of the expanded availability of Waymo’s autonomous vehicle ride-hail service in the Peninsula Bay Area
- Letter to United States Department of Transportation’s Hon. Secretary Pete Buttigieg in support of the City of Redwood City application for the Multimodal Project Discretionary Grant (MPDG) funding for the State Route (SR) 84 - United States (US) 101 Interchange Reimagined project
- UPDATE: Awarded
- Worked closely with the San Mateo County Transit District, Caltrain, City/County Association of Governments, and a coalition of other business and policy organizations to monitor and shape the process to develop enabling legislation related to the Metropolitan Transportation Commission’s Regional Transportation Measure addressing transit agency “fiscal cliff” situations (this work will continue through 2026)
- Provided public comment to San Francisco Bay Ferry’s Water Emergency
- Children & Youth
- Signed on to Children Now’s The Children’s Movement’s letter to support on restoring dedicated supports and services for California’s children and youth in foster care in the 2024

- Co-convened the South Bay and Peninsula High Road Roundtable with SOMOS Mayfair, the South Bay Labor Council, the San Mateo County Central Labor Council, and Working Partnerships USA (by bringing together South Bay and Peninsula organizations, committed to economic and racial justice, for an 18-month collaboration to re-envision regional economic development planning by developing a pilot program of high-road jobs)

- Celebrated the County of San Mateo’s achievement of Welcoming America’s 4-star Certified Welcoming designation along with other longstanding Immigrant Integration & Inclusion Strategic Planning partners

SAMCEDA Business Roundtables
SAMCEDA convened virtual Business Roundtable events to provide an opportunity for the County of San Mateo’s Board of Supervisors to hear from the business community.
SAMCEDA members shared their perspectives, priorities, and visions for growth & improvement in San Mateo County.
The Business Roundtables generated significant enthusiasm and SAMCEDA looks forward to continuing to bring together both current and newly-elected officials and its members for meaningful discussions that will shape the future of our community.
Chamber San Mateo County’s 55th Annual Progress Seminar
Chamber San Mateo County held their 55th Annual Progress Seminar event at the Hyatt Regency Sonoma Wine County in Santa Rosa.
SAMCEDA’s President & CEO, Rosanne Foust served as co-chair for the event, alongside fellow co-chairs: County of San Mateo's County Executive Officer, Mike Callagy, San Mateo County Central Labor Council's Executive Secretary-Treasurer's Julie Lind, San Francisco State University’s Vice President of Student Affairs and Enrollment Management’s Dr. Jamillah Moore.
The weekend-long event kicked off with an outdoor strolling dinner and reception on Friday, where elected officials, community leaders, and business professionals gathered to connect and network.
The following day, Progress Seminar participants actively listened to informational sessions on philanthropy, democracy, artificial intelligence, and more.

To close out the Progress Seminar on Sunday morning, Co-Chairs, Foust and Lind, held a closing general session with Candidate Forums featuring California 16th Congressional District Candidates and the San Mateo County 4th Supervisorial District Candidates.
Driving Innovative Solutions for Childcare: A San Mateo County Leaders' Forum Chamber San Mateo County’s 55th Annual Progress Seminar
In April of 2024, elected officials, community leaders, and business professionals gathered to attend Driving Innovative Solutions for Childcare: A San Mateo County Leaders' Forum at Genentech in South San Francisco.

SAMCEDA, in partnership with the Silicon Valley Community Foundation (SVCF), and venue host, Genentech, presented the event which put a spotlight on the importance of childcare and how crucial it is for San Mateo County’s growth and prosperity.
Attendees were eager to learn more about the topic, explore opportunities for action, and hear from childcare advocates.
“This event was a great way to highlight the childcare needs while inspiring solutions through collaboration and action,” Rosanne Foust said.
South Bay and Peninsula High Road Roundtable
The South Bay and Peninsula High Road Roundtable was a 18-month initiative that was co-convened by SAMCEDA, the San Mateo County Labor Council, the South Bay Labor Council, SOMOS Mayfair, and Working Partnership USA.
Over 400 stakeholders from labor, community, business, education, environmental, and local government sectors across Santa Clara and San Mateo Counties convened to re-envision regional economic development planning to develop a pilot program of high road jobs.
